		<description>#5:  What are you referring to when you speak of UCSs and LRPs?  Is this a California specific term for an employment category?  I have looked it up but have found no relevant references.  Labor does track the number of H1B's.</description>

		<description>#5: This is impossible to trace, since most of H1B workers are employed (on payroll) thru bodyshops. I do not think that even EDD (DOL) knows the whole picture. As for IRS: they do not care about worker's legal status in this country; they do care about collecting tax bucks.</description>
