Riverside County, CA officials propose laying off about 1,000 employees, most of them in law enforcement, starting in July if the county cannot wring union concessions to help close a $130 million budget shortfall.

According to San Jose Mercury News: “Seasoned by the 2001 dot-com downturn, three-quarters of Bay Area companies had a clear recession plan, while only 66 percent did globally, the Bay Area Council said. Four-fifths have cut discretionary spending, compared with 71 percent globally.” .. “Every one of the more than 50 companies surveyed by the council said it was laying off 5 percent to 15 percent of its work force.” .. “58% of the executives reported pursuing mergers and acquisitions, as opposed to just 38% globally“.

California’s jobless rate has hit 11.2 percent, up from 10.6 percent in February. That’s higher than the recession of the 1980’s and the loss of the defense industry in the ’90s. One out of nine working adults here is out of a job. And the real number is likely much higher.

Even though the economy has taken a nose dive and job hunters are out in force, researchers say that by 2025 California will be starved for college-educated workers to fill available jobs.
In fact, the state will need about a million more college-educated workers than it’s expected to have - a shortage that will lead to a lower standard of living in California and more people needing social services, according to a new report by the Public Policy Institute of California.
The report predicts that 41 percent of workers will need a college diploma (4 in 10 jobs will require one), but only 35 percent of working-age adults will have the necessary degree.

According to The Santa Clara: “In March of this year, thousands of educators throughout California received an infamous pink slip, a notification of their potential layoff before the end of the year.
It is estimated that over 20,000 teachers have received this pink slip, leaving their jobs and their futures in great uncertainty.”

Lionsgate is believed to be slashing 8% of its workforce in a second round of redundancies after the Santa Monica-based studio cut 41 jobs last November.
The studio did not return calls about the latest cull, which is understood will reduce the headcount by 45 to approximately 500 people.

California’s unemployment rate will peak at just over 12 percent late this year, according to a forecast by the UoP. Currently, unemployment statewide stands at 10.5 percent.

According to EDD, Reuters: ” California’s unemployment rate increased to 10.5 percent in February from 10.1 percent in January as the most populous state’s economy worsened, official data showed on Friday.
California’s February jobless rate far exceeded both the state’s 6.2 percent rate a year earlier and the national unemployment average for February of 8.1 percent, according to the report by the state’s Employment Development Department.”
The San Francisco Chronicle, Hearst Corp’s US daily which was under threat of closure earlier this year, may survive after staff agreed to longer working hours with additional holiday and job cuts.
Members of the California Media Workers Guild voted 10-1 to approve concessions, including at least 150 job cuts and the removal of some benefits and rights.
In 2008 the 144-year old paper lost more than $50m and is expected to lose even more this year. It has been losing money since 2001.

California teachers are set to hold protests in more than a dozen cities today as about 26,000 may lose their jobs because of spending cuts the Legislature approved last month to keep the state from running out of money.
School districts across the most-populous U.S. state have been warning thousands of teachers that they may be fired as a result of California’s declining tax collections.
Not all teachers receiving notices will lose their jobs. Last year, about half were ultimately let go, according to the teachers union.

According to Reuters: “California’s unemployment rate rose to 10.1 percent in January, its highest level in a quarter century, as recession tightened its grip on the most populous U.S. state.
Weakness in the housing and consumer sectors helped drive the jobless rate up from a revised 8.7 percent in December and 6.1 percent in January 2008 and to above the national average in January of 7.6 percent, state officials said on Friday.”
California shed more workers than any other state because of mass layoffs, with 54,150 losing their jobs last month. It was followed by New York at 31,890, Pennsylvania at 29,660 and Ohio at 27,970, according to a report by the U.S. Bureau of Labor Statistics.

Millions of failed calls to the state’s unemployment insurance call centers are costing California taxpayers millions of real dollars.
The Employment Development Department pays 5 cents to Verizon each time a caller dials its toll-free numbers to file or get help with an unemployment insurance claim and EDD staff can’t handle the call. The message urges callers to file their claims through the department’s Web site.
That message service has cost taxpayers $4.9 million since the beginning of 2008.

With budget negotiations stalled, Gov. Arnold Schwarzenegger will begin the process of laying off thousands of state workers. Schwarzenegger spokesman Aaron McLear said Monday the administration will issue 20,000 notices to employees with the least seniority.
The governor had delayed releasing the notices Friday when it appeared lawmakers would pass a compromise plan to fill the state’s $42 billion shortfall. But a marathon weekend session has so far failed to produce the necessary votes.

Gov. Arnold Schwarzenegger’s administration warned Tuesday that it is preparing to lay off 10,000 state employees if an agreement to close California’s yawning budget deficit isn’t reached by the end of the week.
Administration spokesman Aaron McLear said officials will send out layoff notices Friday absent a budget deal, with the goal of slashing roughly 10 percent of the 100,000 positions paid for by the state’s general operating fund. That would save an estimated $750 million through mid-2010; California faces a $40 billion budget gap over that period.

Update (2-18-2009): California state workers layoff process begins
New York, “is running on empty when it comes to unemployment insurance. The state borrowed $120 million from the federal government to pay jobless benefits in 2008, and the fund was broke again on the first day of business this year. What’s more, the weekly benefits are completely inadequate given our high cost of living. Albany saw this problem coming and did nothing to solve it.”
“A spokesperson with the Nevada Department of Employment, Training and Rehabilitation says $533 million dollars in the fund currently could be gone by the end of this year. Mae Worthey also says the department may have to tap into federal funds to make sure those who are unemployed get their benefits.”
In California, “According to the Employment Development Department, the state pays about $30 to $34 million a day in unemployment benefits. It will have to rely on a $2 billion federal loan to get through March.”
“With Missouri’s jobless rate at 7.3%, the fund that pays unemployment benefits will be broke in two weeks. The unemployment trust fund has about $37 million dollars in the bank and it pays out around $20 million dollars a week.”
“With South Carolina set to release its latest unemployment numbers, businesses and lawmakers are contemplating tax hikes as one way to fix a system that needs to borrow hundreds of millions of dollars from the federal government so residents continue to get benefit checks.”
Caltech announced Friday that it will lay off 100 employees due to economic concerns stemming from its endowment and alumni contributions. The university will also freeze hiring for some unfilled positions, though it will continue to hire faculty, albeit at a reduced rate.
